Auto scale the panel display size in the screen space.

Hello,

I need such a function:

when loading my cvi panel, the apps will check the windows' taskbar, if the taskbar  is visiable, the panel should be displayed in the area which not include the taskbar space, but when the taskbar being hided, hope the cvi panel can capture the Windows' event, then restore the panel display in full screen. How to do this? Thanks.
